The Jelgava Municipality continues to develop the nationally significant Zemgale Industrial Park (ZIP) in an industrial area owned by the city. Infrastructure construction works will be completed this year, and entrepreneurs are already being offered the opportunity to obtain land development rights and develop their business in the ZIP territory.
To promote the transformation of the city’s business towards sectors with higher added value and innovation, the following smart specialization areas will be developed in the ZIP territory:
- bioeconomy;
- smart materials, technologies and engineering systems;
- smart energy;
- information and communication technologies.
Entrepreneurs are currently offered the opportunity to develop their business in the ZIP territory, where each land plot can be subdivided according to the specific needs of the investment project.
The opportunity to start a business in the ZIP territory will be obtained through open building rights auctions organized by the municipality. In order to assess the size and which territories to prepare for the building rights auction, the municipality wants to find out the interest of entrepreneurs in the necessary areas and planned business activities.

Information about the nationally significant Zemgale Industrial Park
Within a European Union co-funded project, Jelgava Municipality is developing public engineering infrastructure in the ZIP area:
- Atmodas Street, Slokas Street, Lapskalna Street: reconstructed streets, newly built pedestrian and cycling paths, and new parking spaces. Rebuilt rainwater drainage systems, external water supply and sewage networks, new street lighting, communication ducts and fibre optic networks. Video surveillance installed.
- Meiju Road: renovated street road surface and pedestrian sidewalk. Rebuilt rainwater drainage systems, external water supply and sewage networks, new street lighting, communication ducts and fibre optic networks. Video surveillance installed.
- Two newly constructed internal streets with shared pedestrian and cycling paths. Newly built external water supply and sewage networks, street lighting, communication ducts and fibre optic networks. Rainwater drainage with an open ditch system. Video surveillance installed.
